筑开放通道 汇全球商机｜中东辽宁总商会组团赴辽洽会，搭建辽外经贸双向共赢新桥梁

      2026年9月23日，沈阳。以“开放新动能 振兴新篇章”为主题的第七届中国辽宁国际投资贸易洽谈会，在沈阳新世界博览馆盛大启幕。作为辽宁省年度规格最高、辐射最广的国家级国际性经贸盛会，辽洽会不仅是辽宁向全球展示产业实力、释放投资潜力的核心窗口，更是共建“一带一路”框架下，链接国内东北产业腹地与海外市场资源的高能级合作平台。

      依托辽洽会这一国家级对外开放载体，中东辽宁总商会提前谋划、精准邀约，组织沙特、科威特、约旦、斯里兰卡及拉美地区多国客商代表团集体赴沈参会。商会充分发挥跨境资源枢纽与民间经贸桥梁的独特作用，打通辽宁与中东、南亚、拉美市场的对接链路，推动产业互补、贸易互通、资本互投，以民间经贸力量助力辽宁全面振兴、全方位振兴。

      本届辽洽会汇聚全球50余个国家和地区近3000名政商嘉宾，国际要素集聚、合作机遇密集。为抓住本次主场开放机遇，商会面向海外能源、基建、电力、医疗器械、跨境供应链等重点赛道，遴选优质企业家与商协会负责人组团考察，这支多国联合代表团，成为本届辽洽会最具代表性的海外客商力量之一。

      在大会开幕式现场，代表团全程参与主会场活动，深度巡馆观展，逐一走访主题展区，实地调研辽宁高端装备制造、精细化工、现代农业、生物医药等优势产业集群。沉浸式走访与面对面交流，让海外客商直观感知辽宁厚重的工业底蕴、完备的全产业链配套体系，以及持续迭代优化的营商环境，切身感受到东北振兴蕴藏的强劲动能与广阔市场空间。不少外宾表示，辽宁不再是传统印象里的老工业基地，而是兼具产业根基、创新活力与投资价值的沃土，对双向贸易、落地投资表达了强烈的合作意愿与长期信心。

      多位海外代表团代表谈到，期待以中东辽宁总商会为常态化对接枢纽，持续深化与辽宁本土企业长效沟通，探索供应链共建、联合投资、技术协同等多元化合作模式，深度参与辽宁高质量发展进程，共享中国东北对外开放的时代红利。

      中东辽宁总商会会长王劲松表示，辽洽会是辽宁联通世界、汇聚全球资源的关键窗口。商会深耕中东市场多年，辐射拉美、南亚跨国经贸圈层，始终坚持**“双向赋能、双向互通”**的服务定位：一方面赋能辽宁本土企业出海，帮助辽企走进中东、南亚、拉美市场；另一方面引进海外资本、技术与渠道资源落地辽宁，实现内外资源双向流动。

      展会期间，商会专场一对一经贸洽谈会密集举办，为中外企业搭建精准对接、高效磋商的私密洽谈场景，推动意向转化。展会收官之后，海外代表团将开启国内多地走访行程，陆续走进辽宁本土龙头企业、扬州、上海重点产业主体，围绕重点合作项目深度磋商，推动洽谈意向转化为实打实的订单与投资成果，以落地成效赋能辽沈对外开放升级与产业提质。

Delegation Organized by Middle East-Liaoning General Chamber of Commerce Attends Liaoning Fair, Forging a New Bridge for Win-win Economic and Trade Cooperation

The 7th China Liaoning International Investment and Trade Fair kicked off grandly at the New World Expo Centre in Shenyang, themed New Impetus for Opening-up · A New Chapter for Revitalization. As Liaoning’s highest-profile national-level international economic and trade event of the year, the Fair serves as a core gateway for Liaoning to showcase industrial strengths and unlock investment potential worldwide, and a high-level cooperation platform linking the industrial heartland of Northeast China and global market resources under the framework of the Belt and Road Initiative.

Leveraging this national opening-up platform, the Middle East-Liaoning General Chamber of Commerce made thorough preparations and issued targeted invitations, assembling a multi-country business delegation from Saudi Arabia, Kuwait, Jordan, Sri Lanka and Latin America to attend the Fair. Giving full play to its role as a cross-border resource hub and non-governmental economic and trade bridge, the Chamber connects Liaoning with markets across the Middle East, South Asia and Latin America, advancing industrial complementarity, trade connectivity and mutual investment. It contributes to the comprehensive and all-round revitalization of Liaoning through people-to-people economic cooperation.

Nearly 3,000 political and business guests from more than 50 countries and regions gathered at this edition of the Fair, bringing abundant international resources and cooperation opportunities. To seize this prime opening opportunity, the Chamber selected outstanding entrepreneurs and chamber representatives overseas covering energy, infrastructure, electric power, medical devices and cross-border supply chains. This multi-national delegation stands out as one of the most prominent overseas business groups at the Fair.

At the opening ceremony, the delegation participated in the main event and toured exhibition zones in depth. They conducted on-site research on Liaoning’s competitive industries including high-end equipment manufacturing, fine chemicals, modern agriculture and biomedicine. Through immersive site visits and face-to-face exchanges, overseas merchants gained firsthand insight into Liaoning’s profound industrial foundation, complete industrial chain and continuously optimized business environment. They experienced the robust momentum and huge market potential behind Northeast China’s revitalization. Many foreign guests noted that Liaoning has evolved far beyond the stereotype of an old industrial base, emerging as an investment destination with solid industry foundation, innovation vitality and commercial value. They expressed strong interest and long-term confidence in bilateral trade and local investment.

Multiple foreign delegates stated that they hope to rely on the Middle East-Liaoning General Chamber of Commerce as a permanent docking platform, strengthen regular exchanges with local Liaoning enterprises, explore diversified cooperation models such as joint supply chains, joint investment and technological collaboration, deeply engage in Liaoning’s high-quality development and share dividends brought by the opening-up of Northeast China.

Wang Jinsong, President of the Middle East-Liaoning General Chamber of Commerce, remarked that the Liaoning Fair acts as a vital portal for Liaoning to connect with the world and pool global resources. Rooted in the Middle East market and covering cross-border economic and trade circles in Latin America and South Asia, the Chamber adheres to the service philosophy of "two-way empowerment and two-way connectivity": supporting Liaoning enterprises to expand into overseas markets, while introducing overseas capital, technologies and market channels into Liaoning to realize two-way flow of global resources.

The multi-country delegation was brought to the Fair to enable overseas investors to fully understand Liaoning’s industrial capacity and investment climate, precisely match supply and demand, and explore high-quality implementable industrial projects. Going forward, the Chamber will further leverage its platform advantages, focusing on five key sectors: energy cooperation, infrastructure engineering, modern agriculture, mineral development and healthcare. It will keep promoting pragmatic economic and trade ties between Liaoning and global markets, delivering more signed investment agreements and tangible projects, and continuously expanding Liaoning’s international circle of partners.

During the Fair, the Chamber hosted a series of one-on-one special negotiation sessions to create a targeted and efficient communication space for Chinese and foreign enterprises to turn preliminary intentions into real cooperation. After the exhibition, the overseas delegation will visit leading enterprises in Liaoning, Yangzhou and Shanghai, conducting in-depth consultations on key projects. The Chamber strives to translate negotiation intentions into tangible orders and investment outcomes, empowering the opening-up and industrial upgrading of Shenyang and Liaoning.

Moving ahead, the Middle East-Liaoning General Chamber of Commerce will keep building a professional, regular and sustainable cross-border economic and trade cooperation platform, acting as a liaison for enterprises at home and abroad and a facilitator for project implementation.
